Sater, who served a year in jail in the 1990s for stabbing a man in the face, later served as an FBI informant after pleading guilty to being involved in a $40-million stock-fraud scheme orchestrated by the Russian Mafia; this conviction was sealed. In 2001, Sater joined the Bayrock Group, which is headquartered in Trump Tower and partnered with the Trump Organization on several real-estate projects (most notably Trump Tower SoHo), in the process securing financing from multiple Russia-linked sources. After Sater left Bayrock in 2009, he receivedbusiness cards identifying him as a “senior adviser to Donald Trump” and an office in Trump Tower. Sater attempted to broker a deal for Trump Tower Moscow during the campaign, eliciting a signed letter of intent from the Trump Organization in October 2015. In November 2015, in an email to Cohen about the proposed development in Moscow, Sater wrote, “I will get Putin on this program and we will get Donald elected … our boy can become president of the USA and we can engineer it.” Although it was initially reported that the deal fell through in January 2016, reporting later revealed that talks continued through at least June 2016. In February 2017, Sater and Cohen partnered with the Ukrainian politician Andriy Artemenko to deliver a plan for lifting sanctions against Russia to National Security Advisor Michael Flynn.
